The following questions came from WhatsApp group where candidates posts the question right after they had finished their oral exam.

Declaration of Security (DOS)

  • A Declaration of Security (DOS) is a declaration that addresses the security requirements between a port facility & ship or between a ship & another ship
  • It is an agreement between both parties
  • It confirms the security responsibility of each party during a ship-port interface & ship-ship interface
  • A DOS may be requested by either a PFSO or SSO within the terms of ISPS code
  • Ship must keep the DOS from last ten port of call for inspection by PSC
  • The circumtances where DOS is required is mentioned in ship security plan
  • The Declaration of Security (DOS) shall be completed by:         a) The master or ship security officer on behalf of ship                                b) The Port Facility Security Officer (PFSO) on behalf of port facility

 

Continuos Synopsis Record (CSR)

  • Continuos Synopsis Record (CSR) is a special measure under SOLAS for enhancing the maritime security of sea
  • The purpose of CSR is to avoid the anonymity to the ship’s history
  • As per SOLAS CH-XI-1, all passenger ship and all cargo ships of 500 GRT and above engaged on international voyages have to maintain a CSR
  • The CSR shall contain the details of the ship from the time of the first owner
  • The Continuos Synopsis Record (CSR) must be kept on-board even when         a) the vessel transfer to another flag state              b) the vessel is sold to another vessel              c) the vessel is managed by another company.

Recognized Security Organization

RSOs are approved by Flag state administration to:

(i) Carry out ship security assessment

ii) Prepare ship security plan

iii) Review and approve ship security plan

iv) Carry out initial and subsequent verification of ships.

(a) SECURITY LEVEL-1

  • It is the level at which the ship or port facilities normally operate
  • At this level, minimum appropriate protective security measures shall be maintained at all times
  • Normal monitoring of deck areas and areas surrounding the ship
  • 1 out of 10 persons must be checked properly
  • Normal searching of baggage, persons etc., is done during embarking and disembarking

(b) SECURITY LEVEL-2

  • Assign additional personnel for patrolling the access areas
  • Limit the number of access point to the ship & establish a restricted area on shore side
  • Block waterside access to the ship
  • Increase the search frequency: 1 out of 2 persons must be checked
  • Detailed searching of baggage & persons are done during embarking and disembarking

(c) SECURITY LEVEL-3

  • It is the level applying for a period of time when there is probable or imminent risk of security incident
  • Limit the access point to a single controlled access point
  • Grant access only only to authorised personnel and those responding to security incident
  • Suspend embarkation and disembarkation
  • Suspend cargo operation and stores etc
  • Close monitoring of the movement of people on-board
  • Preparing for a full or partial search of the ship
