Polar code enters in force on 1 January 2017 & becomes mandatory from 1 July 2018.

Statuary certificates are those certificates that are required by law. If we sail a ship without a statuary certificate, we are breaking the law. It is required by the country where the ship is registered.

 Mandatory certificates are not required by law. If we sail a ship without a mandatory certificate, we are not breaking the law. But as these certificates are mandatory, we may not allowed to enter the port limit of a country.
