Convention is an agreed set of rules related to a particular matter. The need of the convention is
triggered by a major incident or after a major research study, for example: we need to have a SOLAS
convention after sinking of Titanic, we need to have a MARPOL convention after number of pollution
incident, we need to have BALLAST WATER CONVENTION after research where we found that discharge
of ballast water is concerned.
